Hitting the brakes fast

WHEN our 2008 VW Caddy went in for service at 30,000km the dealer changed the rear brakes and rotors at a cost of $580. They said that at the next service, at 40,000km, they would need to change the front brakes and rotors. Is this normal?

IT'S not unusual for cars that come from Europe. They tend to wear out their brakes at a much faster rate. Ask the dealer to show you the measurements they take to demonstrate they really are worn out.
