Leaky Subaru steering pump

The power steering pump on my 2001 Subaru Outback is leaking and I have no option but to fit a new pump at a cost of $1800. The gripe is that Subaru has a seal kit available at a cost of $28, but no one, not even Subaru dealers, is prepared to fit it. What can I do?

Take it to an independent Subaru service specialist who will be able to rebuild it, or have it rebuilt. We were quoted $400-$500 for a full rebuild, including new seals, and that included a two-year warranty.
